The year 2023 will bring some significant changes to the policies regarding residence permits for talents from Shunde who wish to settle in Guangzhou. These changes aim at making the process more straightforward and accessible to as many qualified people as possible.
Firstly, the age limits for eligible candidates have been expanded. Individuals with undergraduate, master's, or doctorate degrees, as well as those with intermediate or senior professional qualifications, can now apply up to five years beyond the previous age limits.
Secondly, the requirements for obtaining a residence permit have been lowered. For instance, the Guangzhou government has reduced the social security requirements for academics from "Double First-Class" institutions for an entry permit. It will no longer be necessary to hold a continuous six-month record of social security contributions. Instead, applicants need only demonstrate that they are enrolled in social security.
Finally, the application process for recent graduates has been simplified. Graduates who apply to work or start a business in Guangzhou can now directly apply for a residence permit at the Public Security Bureau. This will save them time and simplify the bureaucratic process.
Guangzhou's Latest Requirements for Residence Permits
Guangzhou's point-based system of residence permits rewards individuals with high scores, and candidates with the highest scores are likely to secure residency in Guangzhou. The following conditions must be satisfied:
1. Have a stable and legal job or business in Guangzhou.
2. Be under 45 years old.
3. Have a valid Guangdong Residence Permit.
4. Pay social security for at least four years.
5. Get a total score of at least 100 points based on the Guangzhou point-based system of residence permits. The latest draft of this system requires a score of 150.
6. Not have a criminal record in the last five years.
Guangzhou's Education-Based Residence Permit
Guangzhou has made it easier for qualified people to obtain residence permits in the city. Starting in the middle of 2022, the city relaxed the requirements for educational institutions. Applicants who satisfy the educational criteria will need only a single month of Guangzhou social security contributions to apply for residence.
To qualify for an education-based residence permit, applicants must satisfy the following conditions:
1. No criminal background.
2. Be under 40 years of age, including 40.
3. Hold a Bachelor's degree from a university degree program.
4. Have at least one month of social security contributions from Guangzhou. This is applicable only to regular graduates; recent graduates do not need this requirement.
Guangzhou's Professional Qualifications-Based Residence Permit
The professional qualifications-based residence permit, also known as the examination-based residence permit, is ideal for those who do not meet the education or social security requirements. Two types of certificates are acceptable:
1. Intermediate professional qualifications with a Systems Integration Certificate and up to 40 years of age in conjunction with at least six months of social security contributions to Guangzhou.
2. High-grade professional certification with an Information Project Management Certificate with a maximum age of 50 and at least one year of social security contributions during the application period.
Guangzhou's Skills-Based Residence Permit
This residence permit is ideal for people who have technical certificates and work in related fields. The following conditions must be met:
1. Applicants must work in professions related to the technical skills recruitment catalog in Guangzhou.
2. Have obtained certification or clearance after taking an assessment and have worked as a resident of Guangzhou for at least six months (excluding exceptional circumstances as specified in policies during the transitional period).
